Five ways cities can reduce infant mortality: Saving the Smallest

Six years ago, Baltimore's infant mortality rate was among the highest of big cities nationally. It was even higher than Cleveland's is now, at 13.5 deaths per 1,000 live births.
Now, Baltimore's rate has dropped by 24 percent, and health officials there as well as independent research groups have credited the city's B'More for Healthy Babies initiative, launched in 2009.
B'More's leaders say tackling a complicated, entrenched problem like infant mortality required the cooperation of dozens of potentially competitive partners. It wasn't easy. It still isn't. There were plenty of bumps, false starts and lessons learned, experts there say.
